　昭和26年、兵庫県生まれ。同志社大学経済学部卒。武蔵野音楽大学特修科（マスタークラス）声楽専攻修了。西オーストラリア州立エディスコーエン大学芸術学部大学院修了、創造芸術学修士（MA）。中国国立清華大学美術学院美術学学科博士課程修了、文学博士（Ph.D）。中国国立浙江大学大学院中文学部博士課程修了。文学博士（Ph.D）。カンボジア大学総長、人間科学部教授。中国国立浙江工商大学日本言語文化学院教授。その他、英国、中国の大学で客員教授として教鞭をとる。英国国立ロンドン大学東洋アフリカ学院（SOAS）Honorary Fellow 。ジュリアード音楽院名誉人文学博士。カンボジア王国首相顧問（オフィシャル・アドバイザー）。在福岡カンボジア王国名誉領事。アジア・エコノミックフォーラム ファウンダー（創始者）、チェアマン。

　カンボジア王国コマンドール友好勲章、ならびにロイヤル・モニサラポン十字勲章受章。またカンボジア政府モニサラポン・テポドン最高勲章、ならびにソワタラ勲章大勲位受章。中国合唱事業特別貢献賞、西オーストラリア州芸術文化功労賞受賞。紺綬褒章受章。西オーストラリア州首都パース市、及びスワン市の名誉市民（「the keys to the City of Perth」、「the keys to the City of Swan」）。

　代表を務める団体を通して、カンボジアに24時間無料救急病院「シアヌーク病院」を建設し、キリスト教グループと協力して運営。1996年12月から現在までに100万人に無料診療を行った。また、カンボジアの戦災孤児の救済と育成のために、「ワールドメイト未来の光孤児院」をサポートし、名誉院長に就任している。また、カンボジアの学校のない村に小学校を10校建設。また、カンボジア唯一の国際研究機関、国立カンボジア平和協力研究所（CICP）に、初の「日本文化・経営研究センター」を設立。副総裁に就任し、教鞭を執る。また、カンボジアの二大私立大学の一つ、カンボジア大学の初代総長に就任す。

　中国では、代表をつとめる団体を通じて、中国最貧地域に東州春蕾小学校を130校建設するなどの活動により、「中国児童慈善家」として中国国家より表彰される。また敦煌の孤児100人の父として、教育費を送金している。

　アルバニアでは、最貧地域のブトリントに最初の近代的な学校を建設。開校式には当時のアルバニア大統領メイダーニ氏も列席。ジェイコブ・ロスチャイルド卿は感動して４度来校し、投資家の世界会議で広く紹介された。また、アルバニア初の職業訓練校をジロカストロ市に建設し、後に市の名誉市民に推挙された。 　また、オーストラリアの全国人権教育委員会より、「国際名誉市民」（Citizen of Humanity）の称号を授与された。

　日本では、日本に盲人ゴルフを最初に紹介した「日本の盲人ゴルフの父」として知られ、NPO法人日本盲人ゴルフ振興協会の名誉会長を務めるかたわら、世界盲人ゴルフ協会の総裁も務める。また、代表をつとめる団体を通じての長年の盲人福祉への貢献を認められ、英国最古最大のチャリティー団体王立盲人協会（RINB）の副総裁に就任し、バッキンガム宮殿でエリザベス女王に謁見を許さる。

　NPO法人世界芸術文化振興協会会長として、またマルチ・プロフェッショナル・アーティストとして、書画展やオペラ、音楽コンサート、演能会などの芸術活動を世界中で展開し、チャリティー活動や日本文化芸術の紹介につとめている。中国ではプロの芸術家として、国家一級美術師（2002年9月）、国家一級オペラ歌手（2002年10月）、国家二級京劇俳優（2002年12月）に認定されている。

　国内では、財団法人 協和協会理事長、財団法人 日印協会理事、社団法人 日本紅卍字会副会長、特定非営利活動法人 日本ブラインドゴルフ振興協会 名誉会長、国際スポーツ振興協会（ISPS）会長、特定非営利活動法人 世界芸術文化振興協会会長、特定非営利活動法人 国際縄文学会会長など、公職多数。海外では、英国王立盲人協会（RNIB）副総裁、世界ブラインドゴルフ協会総裁、The LEGENDS Tour（米国女子シニアゴルフ協会〔WSGA〕）会長、カンボジアシアヌーク病院 創設者、兼米国公益法人シアヌーク病院副会長、「ワールドメイト未来の光孤児院」(カンボジア) 会長、梅蘭芳京劇団基金会理事長、北京戯校教育発展基金会会長、インターナショナル・シントウ・ファウンデーション（ISF）代表〔国連経済社会理事会（ECOSOC）認可NGO 、国連広報局認可NGO〕、世界宗教対話開発協会（WFDD）理事、アジア宗教対話開発協会会長（AFDD）などを務めている。比叡山にて在家得度、法名「東州」。臨済宗東福寺にて禅修業、居士名「大岳」。

その他国内外に十数社を経営し、実践派経営コンサルタントとして多くのシンポジウム、講演会を主催、経営評論活動を行っている。また、作詞、作曲、演奏、指揮、声楽、和歌、俳句、絵画、声明、クラシックバレエ、京劇、俳優など、芸術文化方面で多彩な活動を行い、これまでに多くの書画集、楽譜集、写真集、ビデオ集、ＣＤ集などの作品を発表。今までに、音楽CDは85本、DVDは20本リリース。また、オペラ以外の、15年間のライブステージの集大成として、2007年5月に、9本のCD「深見東州ヒストリカルライブステージ」をリリースした（2009年8月現在）。また、人生論、文明論、宗教評論などの著作も多い。「『日本型』経営で大発展」、「UNDERSTANDING JAPAN」や、120万部を突破した「強運」をはじめ、著作は230冊以上に及び、７カ国語に訳され出版されている。その他、ラジオパーソナリティーとしても知られ、多くのレギュラー実績がある。現在は週２本のレギュラー番組を担当、ラジオ番組名「さわやかThis Way」（FM全国ネット）、「レオナルドTOSHUの遊びがNight」（FM Nack5）。

Toshu Fukami was born in 1951 in Japan's Hyogo Prefecture. He attended the prestigious Doshisha University where he received a degree in economics. Fukami then went on to study with the Master Class at Musashino Academia Musicae where he graduated with a major in vocal music. Fukami attended Edith Cowan University in Western Australia where he graduated from the School of Art and received a Masters degree in Creative Arts (MA) . He is a guest lecturer at the University of Wolverhampton School of Economics in the United Kingdom. Fukami is also an advising professor at the Tsinghua University History Department in China, a guest lecturer at Zhejiang University Graduate School Japan Culture Research Center in China, a guest lecturer at the Chinese School of Theatrical Music, a guest lecturer at the Nankai University School of International Commerce, and holds positions at several other universities. He is a special instructor of the Hosho school of Noh and the President of the Hosho Toshu Noh Troupe. Fukami is also a master of the tea ceremony, flower arrangement, and calligraphy. His name became "Toshu" after entering the priesthood on Mt. Hiei, home to one of Japan's most holy Buddhist temples. His name during his period as a disciple in training at Tofuku-ji temple was "Daigaku".

As the chairman of the International Foundation for Arts and Culture, and as a multi-profession artist, Fukami has held various artistic activities, including calligraphy exhibitions and operas, music concerts and Noh performances, throughout the world and also is active in charities and his pursuit of introducing Japanese cultural arts to the world. In China, as a professional artist, Fukami is officially recognized as a Grade One National Art Instructor (September 2002), Grade One Opera Singer (October 2002), and as a Grade two Peking Opera Actor (December 2002). Fukami built a 24-hour emergency Hospital in Cambodia and runs this hospital in collaboration with a local Christian Group. Recognized for his generous contributions to the Cambodian nation, Fukami received one of the highest decoration from the Kingdom of Cambodia in January 2003. Also, Fukami established Cambodia's first "Japanese Culture and Business Research Center" in the country's only national research facility, the Cambodia Institute for Cooperation and Peace (CICP). Fukami serves as the World Vice President and as a teaching professor. Starting this year, Fukami also has assumed the position as Chancellor of Cambodia's first private university, Cambodia University.

Due to his many contributions to international welfare for the blind, Fukami is now the first Japanese person to serve as Vice President of United Kingdom's Royal National Institute for the Blind. He has also received an audience with Queen Elizabeth for the same reason. Fukami continues to serve in various positions such as President of the World Blind Gold Association, Honorary Chairman of the Japan Blind Golf Association, Vice-Chairman of the Sihanouk Hospital Association, Vice-Chairman of the International Shinto Foundation (UN Accredited NGO/NPO), and many others.

Fukami also operates several companies oversease and, as CEO and business consultant at B.C. Consulting, holds symposiums and seminars, and also evaluates corporate operations. He partakes in a variety of artistic and cultural activities including poetry, musical composition, instrumental performances, conducting, vocal performances, Japanese Waka and Haiku poetry, painting, classical ballet, Peking Opera, acting, etc. He has sold a great number of books and paintings, music videos and CD collections. Fukami has also written a number of essays on life, culture, economics and religion. Along with "Secrets for running a Small Business", "Understanding Japan", and "Lucky Fortune", which has sold over 720,000 copies, Fukami has written over 105 books and his works have been translated into six different languages. He is also a known radio personality and has significant experiences as a radio regular. Fukami currently hosts a weekly radio program "Sawayaka This Way" (National FM).
